OPERATING REGULATIONS OF THE “INNOVATION AND TECHNOLOGY TRANSFER OFFICE” OF THE STATE UNIVERSITY OF MOLDOVA

  1. Generalities

Art. 1. In order to increase the performance in the activity of research-development-innovation (CDI) and technology transfer, the “Innovation and Technology Transfer Office” was established; this office is organized and operates in accordance with the provisions of the Education Code no. 152 of 17.07.2014, of the University Charter, the legislation in force, the normative acts regulating the conduct of scientific research and the transfer of technologies, as well as in accordance with this Regulation.

Art. 2. “Office of Innovation and Technology Transfer” is abbreviated as OITT.

Art. 3. The “Technological Transfer and Innovation Office” represents the interface between the research-development-innovation activity carried out in the State University of Moldova and the economic-social, non-academic environment, with the aim of streamlining the process of transforming scientific progress into tangible products and services which bring considerable benefit to society. OITT is a multi- and interdisciplinary department, with the role of supporting academic departments, scientific research laboratories and the university, in general, in all issues involving intellectual property, contributing to the valorization of university research results, economic development in general and obtaining resources financial for the university.

Art. 4. OITT’s vision is the result of the policy of the “European Moldova 2030” National Development Strategy, of the Sustainable Development Goals of the UN, of the efforts to gradually align with the recent EU policy guidelines, dictated by the need to increase the capacity and competitiveness of the CDI system of USM.

Art. 5. The mission of OITT is to contribute to the implementation of the Development Strategy of the State University of Moldova (2021-2026), to achieve the objectives set by it, in order to fulfill the mission of the university in the field of scientific research, innovation and technological transfer, by facilitating the development , dissemination, protection, transfer, licensing and commercialization of technologies, inventions and creations of researchers, teaching staff, PhD students and students of the State University of Moldova.

Art. 6. The objectives of OITT are:

  (1) Identification of the State University of Moldova’s internal offer of skills, technical solutions, products and services that can be offered for technological transfer;

  (2) Ensuring the organizational, procedural and informational framework necessary for the development of technological transfer activities of the results of the research-development-innovation activity from the university to the economic-social, non-academic environment;

  (3) Ensuring the organizational, procedural and informational framework necessary for the establishment of start-up and spin-off companies by employees and students of the State University of Moldova;

  (4) Ensuring the connection between the State University of Moldova and the business environment or other institutions, bodies and organizations interested in the technology transfer activity (of university research results and the possibility of technological transfer of these results);

  (5) Increasing the visibility of the State University of Moldova in the framework of scientific research in the Republic of Moldova and in the European Research Area by promoting new products and technologies, patented and unpatented, designed by members of the academic community.

Art. 7. Areas of action and responsibilities:

In the field of innovation:

 Carry out activities with the aim of protecting intellectual property.

 Performs activities focused on the generation, assimilation and valorization of CDI results in the socioeconomic context.

 Perform evaluation work, technical summary and technological audit.

 It carries out information, documentation and mediation activities in the technical and financial field.

 Ensures assistance, monitoring and evaluation for licenses, the object of which is the invention patent.

 Record the results of the research.

 Provides guidance and assistance to inventors in the process of filing patent applications and other intellectual property.

 Analyzes the commercial potential of new intellectual property objects.

In the field of technological transfer:

 Provides methodological consultancy for technological transfer projects.

 Contributes to attracting additional financial resources by getting involved in various projects aimed at stimulating creativity and innovation, thus strengthening the organization’s capacity for innovation and technological transfer (Erasmus projects, Horizon 2020, etc.).

 Coordinates the development of specialized databases.

 Provides consultancy and assistance in organizing start-ups, concluding material transfer agreements, confidentiality agreements and other legal arrangements.

 Ensures compliance with national regulations on technology transfer.

 It facilitates the interaction between researchers and the business environment in order to achieve technological transfer.

 Management and mediation of the license negotiation process.

 Organize specific actions to promote research and innovation results, such as business meetings, presentation stands and participation in national and international fairs and exhibitions.

 It carries out activities of writing publications dedicated to innovation and technological transfer, including organizing the editing of electronic publications.

 Develops the infrastructure of the technological transfer office.

 It deals with the exploitation of inventions and innovative ideas.

 Develops public databases and conducts documentary research.

 Carry out studies and market research, feasibility studies and business plans.

 Provides consulting services regarding the organization of innovative companies and businesses.

In the field of specialized training:

 Provides training courses in innovation management and in the management of innovative enterprises.

 Coordinates seminars, study visits and training courses; develop supporting documentation, including guides, methodologies, leaflets, etc.

 Ensures training for the use of specific information sources.

In the field of image and communication;

 Coordinates promotional actions such as press conferences, scientific and trade promotion events, publicity, advertising and the editing of materials and objects to mark the events.

 Develops and edits publications in the respective field.

 It carries out the dissemination of information in the field of intellectual property protection and technology transfer.

 Organize meetings between potential partners, facilitating access to qualified expertise.

 Provides information to potential clients about the available technologies, the possibilities of capitalization and the advantages of the implementation of scientific developments.

Art. 8. The activity of OITT is financially supported by a complex contribution, from:

(1) Budgetary sources;

(2) Scientific research and design contracts;

(3) Revenues resulting from consultancy, expertise and technical assistance works;

(4) Fees for participation in the scientific events they organize;

(5) Editing of scientific publications;

(6) Associations with third parties;

(7) Sponsorships, donations, subsidies, concessions;

(8) Revenues from technology transfer contracts and the establishment of start-up and spin-off companies;

(9) Other income.

III. Organization

Art. 9. The OITT activity is led by a Head, appointed by the USM Rector. OITT is subordinate to the Vice-Rector for Scientific Activity of the USM.

Art. 10. The activity of OITT is carried out in accordance with the annual activity plan, developed by the Head of OITT and approved by the Vice-Rector for Scientific Activity.

Art. 11. The Head of OITT prepares and presents to the Vice-Rector for Scientific Activity and, upon request, to the Senate Committee for Science, the Board of Directors or other organizational structures within the USM, reports on the promotion and capitalization of the achievements and results of innovation and technological transfer activity, together with the necessary measures for the continuous improvement of the degree of capitalization of these achievements and results.

  1. Functional links

Art. 12. In the exercise of its duties, OITT has direct collaboration relations with the councils of the administrative structure of the University, with the faculties, deans’ offices, departments and functional compartments of the University.

Art. 13. OITT of the USM collaborates with ANCD, the State Agency for Intellectual Property of the Republic of Moldova, the Chamber of Commerce and Industry of the Republic of Moldova and other relevant national or international bodies and organizations in order to achieve its mission and objectives.
